The club confirmed its appeal on Friday, the deadline set for challenging the decision. City maintain that they are innocent and argue that the commission's decision contains serious legal, factual and procedural errors.
No punishment has yet been determined. Possible consequences mentioned in the report include a fine, a significant points deduction or removal from England's top division.
The commission examined financial activity covering much of the period from 2009 to 2018. It concluded that commercial arrangements involving the club increased reported income and reduced costs by more than £900 million. The panel also found that City exceeded spending restrictions imposed by the Premier League and UEFA.
Another part of the ruling concerned sponsorship agreements. The commission concluded that some sponsors paid only part of the amounts recorded under their deals, with additional money coming from City owner Abu Dhabi United Group. Manchester City dispute the broader findings against the club.
The Premier League said proceedings before the appeal board will remain confidential until the outcome can be made public. The Football Association is separately reviewing the commission's decision and considering whether any further action is required.
Etihad Airways, Manchester City's principal sponsor, has also rejected suggestions that it participated in improper commercial arrangements. The airline said it was considering legal action against the Premier League.
The case remains unresolved while Manchester City pursue their appeal, with any sporting or financial sanctions still to be decided.
